2019 International Law Summit was held in CIB
On 18th November, the Confucius Institute in Bergen（CIB）held International Law Summit on the Language and Law. The prestigious professors and experts were invited from ITLOS, WTO, and universities in Europe and China. Rune Ingebrigtsen, Norwegian director and Prof. Juqian Li, Chinese director, joined the meeting.
As part of the human culture, the language and Law are closely linked and interacted, and the interpretation of terms of the languages used in the international law have profound influence to the judgement of cases and application of international law, and also have effect to the application of domestic law. The jurisprudence in the cases of ITLOS (the International Tribunal on the Law of the Sea) and WTO (the World Trade Organization) are active in these years, as is noticed by academicians and practitioners.
The primary purpose of this summit is to focus on this issue, discuss the profound relationship between Language and law.
At the first beginning, Mr. Chang Quansheng, First Secretary of the Chinese Embassy in Norway, and Rune Ingebrigtsen both gave the warmly Opening Ceremony Speech. Mr. GAO, Zhiguo, Judge of the International Tribunal of the Law of the Sea (ITLOS), was invited to be Keynote Speakers. He said that Language and law are the two sides of a coin, and they always enjoy a close correlation. He also mentioned that the mandate of int'l courts and tribunals is of interpretation and application of the law. The mandate of ITLOS is to interpret and apply UNCLOS, and other rules of int'l law that are not incompatible with the Convention.
The law seminar combined Language and law and was divided into three parts.
The first part discusses issues related to the Language and ITLOS and Law of the Sea Jurisprudence. Eric Rosaeg, a professor at the University of Oslo, compared the differences between different types of treaty language and legislative Language. Professor Zhang Xinjun of Tsinghua University exemplified the provisions of the Convention on the Law of the Sea.
The second part mainly discusses Language and WTO Treaty and WTO Law Jurisprudence: Counselor Chen Yusong of the Chinese Embassy in the World Trade Organization highlights the issue of translation in WTO dispute settlement;
Professor Li Juqian of China University of Political Science and Law clarified that the terms usually interpreted by the treaty Meaning; Professor Liao Shiping of Beijing Normal University discussed issues related to the Sino-US trade war; Professor Quan Xiaolian of the Southwest University of Political Science and Law focused on the application of Wittgenstein's philosophical methods.
The third part mainly discusses the Language and International Organization Practice and State Practice.
Professor Wim Muller from Maastricht University correctly pointed out the problems caused by the differences in treaty languages in the multilingual context of the European Union;
Chen Chuqing from the United Nations Office for Project Services, using Fuyao Glass to invest in Russia as an example, clarified the different language environments How does the use of legal Language effectively protect foreign investors;
Professor Zhang Liying of China University of Political Science and Law gave an in-depth and vivid explanation of the practice and constitutional modification of Chinese maritime law;
Professor David Hebert of the Western Norwegian University of Science and Technology The relationship between cultural policies is analyzed.
The prestigious professors and experts all delivered thoughtful, forward-thinking speeches.
It is reported that this is the first time that the Confucius Institute in Bergen has held a high-level language and law seminar. The meeting is highly professional, and the topics covered by the conference are also highly attractive to the public. Experts at the meeting suggest that the meeting can be opened to the public in the future.
